Accessibility Statement
An **Accessibility Statement** for a public official's website ensures that all constituents, including those with visual, auditory, motor, or cognitive disabilities, can access critical neighborhood information, read ordinances, or contact their representative. In Rhode Island, public digital infrastructure is guided by Title II of the Americans with Disabilities Act (ADA). The U.S. Department of Justice mandates that state and local public entities align their digital content with the **Web Content Accessibility Guidelines (WCAG) 2.1 Level AA** standards. --- ### Standard Accessibility Statement (Template) **Accessibility Statement for the Office of Councilman Oscar Vargas** **Effective Date:** June 1, 2026 The Office of Councilman Oscar Vargas is committed to ensuring digital accessibility for all residents of Ward 15 and the broader Providence community. We believe that everyone, regardless of ability or method of access, deserves equal, independent access to city resources, neighborhood news, and legislative updates. We are continuously working to improve the user experience for everyone and apply the relevant accessibility standards to our digital presence. #### 1. Conformance Status To ensure a highly accessible experience, this website strives to conform with the **Web Content Accessibility Guidelines (WCAG) 2.1 Level AA** success criteria. These international guidelines, established by the World Wide Web Consortium (W3C), define how to make web content more user-friendly for people with disabilities. #### 2. Accessibility Features on Our Site Our website incorporates several structural design standards to assist users navigating with assistive technologies: * **Text Alternatives:** We ensure that informational images, icons, and diagrams include descriptive alternative text (`alt text`) for screen readers. * **Keyboard Navigation:** All menus, interactive forms, and links are fully operable using only a keyboard, ensuring accessibility for users with motor disabilities. * **Color Contrast:** Text and interface elements maintain a sharp contrast ratio (minimum 4.5:1 for standard text) against backgrounds to remain highly readable for users with low vision or color blindness. * **Consistent Structure:** We use clear, hierarchical HTML tags (such as proper headings and page regions) to allow assistive screen reading software to interpret and orient the layout predictably. * **Multimedia Accessibility:** Audio and video updates posted by our office aim to include text transcripts or accurate synchronized closed captioning. #### 3. Known Exceptions & Third-Party Content While we push for full accessibility across our digital footprint, certain legacy documents (such as older PDF flyers or archival municipal documents) may not be fully optimized. Furthermore, map software, embedded social media feeds, or payment processors used for campaign donations are operated by third-party vendors and may fall outside our direct technical control. #### 4. Feedback and Support We welcome your feedback on the accessibility of our website. If you encounter any digital barriers, find a specific page difficult to use, or require public notices in an alternative format (such as large print), please let us know. We aim to respond to accessibility requests and rectify reported barriers within 3 business days. * **Contact via Web:** Please use our constituent contact form. * **City Services:** For immediate citywide physical infrastructure accommodations (such as requesting ADA-accessible sidewalk curb cuts or neighborhood public works modifications in Ward 15), you may also log requests directly via the [Providence 311 System](https://www.google.com/search?q=https://pvd311.providenceri.gov/).
